
Iran Dismisses Allegations of Involvement in Russia-Ukraine Conflict

The Iranian ambassador to the United Nations refuted the allegations raised by the US, France and Ukraine that Iran has provided military support for Russia amid the armed conflict in Ukraine.
In a letter to UN Secretary General Antonio Guterres and President of the UN Security Council Eloy Alfaro de Alba on August 5, Saeed Iravani dismissed the “unfounded and unsubstantiated” accusation that Iran has supplied ballistic missiles and UAVs to Russia for use in Ukraine.
What follows is the text of his letter:

Excellency,
I am writing to categorically reject the baseless, politically motivated allegations made by the representative of the United States, echoed by the representatives of France and Ukraine, regarding Iran's alleged military support to the Russian Federation in the context of the conflict in Ukraine during the Security Council's 9970th meeting on 31 July 2025, under the agenda item "Threats to International Peace and Security." The accusation that the Islamic Republic of Iran has supplied ballistic missiles and UAVs to the Russian Federation for use in Ukraine is entirely unfounded, unsubstantiated, and forms part of a calculated disinformation campaign aimed at scapegoating Iran and diverting attention from the real sources of insecurity and instability in the international community. The Islamic Republic of Iran has consistently and unequivocally advocated for a peaceful resolution to the conflict in Ukraine, rooted in genuine dialogue, diplomacy, international law, and full respect for the sovereignty and territorial integrity of all States, as enshrined in the UN Charter.
It is deeply regrettable and profoundly ironic that the United States, which bears substantial responsibility for fueling and prolonging the war in Ukraine through the relentless transfer of advanced weaponry, military aid, and provocative policies, now seeks to accuse others of destabilizing conduct. Such accusations are utterly hypocritical and clearly exemplify double standards. For over two years, instead of advancing diplomacy, the United States has pursued a militarized, maximalist agenda that has exacerbated the suffering of the Ukrainian people and obstructed all viable paths to peace. More dangerously, the reckless nuclear rhetoric and escalatory threats issued by the current US administration, including recent public statements by the President of the United States and the deployment of nuclear-capable submarines near Russian territory, have sharply increased the risk of catastrophic confrontation, threatening global peace and security.
Equally disturbing is the blatant inconsistency of the United States and certain other Western States, including France, when addressing other conflicts. The United States continues to arm and shield the Israeli regime in its ongoing military campaign and genocidal war against the Palestinian people. To date, this genocidal war in Gaza has claimed the lives of over 60,000 civilians, two-thirds of whom are women and children, and has led to the systematic destruction of vast areas of the territory through indiscriminate bombardment, deliberate starvation, and other inhumane methods, all carried out with complete impunity.
Furthermore, while falsely accusing Iran, the United States has itself provided unwavering military, financial, and political support to the Israeli regime, which launched an unprovoked war of aggression against Iran on 12 June 2025. Even more gravely, the United States directly committed an act of aggression by targeting Iran's peaceful, IAEA-safeguarded nuclear facilities, an obvious and deliberate violation of international law and the Charter of the United Nations. This reckless action posed a serious threat to the environment and public health by risking the release of radioactive material.
Therefore, it is the height of hypocrisy for those who enable, support, and defend acts of aggression, occupation, crimes against humanity, and military attacks on sovereign States to lecture or accuse others of destabilizing actions. The Islamic Republic of Iran calls on all members of the Security Council to firmly reject the selective, manipulative, and politicized use of unfounded allegations for political purposes.
