Ministry Reviews Industrial Permits Issued in Fiscal 2019-20

EghtesadOnline: A total of 3.68 quadrillion rials ($15.8 billion) worth of investments were made in industrial units with establishment permits, while 675.4 trillion rials ($2.9 billion) were injected in projects with operating license in the last Iranian year (March 2019-20).

The abovementioned figures registered a respective growth of 27.7% and 5.4% compared with the year before, the latest report released by the Ministry of Industries, Mining and Trade shows.

 

 

Establishment Permits

A total of 28,303 establishment permits were issued during the period, registering a 15.6% year-on-year growth.  These projects created 643,998 jobs—16.1% more compared with last year's corresponding period. 

Yazd Province with 2,923, Khorasan Razavi Province with 2,505 and Semnan Province with 2,252 had the largest share of establishment permits issued during the period.

With an investment of 284.08 trillion rials ($1.2 billion) in 2,923 establishment permits, Yazd Province attracted the highest volume of investments.

The number of establishment permits issued for industrial units located in free trade and special economic zones decreased by 22.9% to 296. Over 651.13 trillion rials ($2.79 billion) worth of investments were made in these projects to generate 15,669 jobs, registering a 57.1% rise in volume of investment and a 10.3% fall in the number of jobs YOY.

The field of foodstuff and beverage witnessed the highest number of establishment permits (3,275) to create the largest number of jobs among other fields (79,778). 

The highest volume of investment was made in projects related to the production of chemicals with 880.9 trillion rials ($3.78 billion). The volume accounts for 23.9% of all investments made in projects with establishment permits over the period under review. 

 

 

Operating Licenses 

A total of 6,572 operating licenses were issued during the same period, which shows a 4.7% YOY growth. These projects are expected to create 108,159 jobs, 0.2% more compared with last year.

Isfahan Province with 572, East Azarbaijan Province with 554 and Tehran Province with 466 had the biggest share of all operating licenses issued in the last fiscal year. 

Tehran Province, with more than 85.5 trillion rials ($367 million), attracted the highest volume of investments in projects for which operating licenses were issued, accounting for 12.7% of all the investments made in projects with operating licenses. 

The number of operating licenses issued for industrial projects located in free trade and special economic zones stood at 393, indicating a 19.1% YOY growth. 

More than 35.83 trillion rials ($153.7 million) worth of investments were made in these projects to create 10,166 jobs, registering a 44.3% decline and a 27% growth respectively YOY.

The field of foodstuff and beverages registered the highest number of operating licenses with 905. 

The highest volume of investments in this regard were made in projects related to metallic mineral extractions worth 105.66 trillion rials ($453 million), accounting for 15.6% of all investments made in industrial units for which operating licenses were issued during the period. 

The field of chemical production created the highest number of jobs (15,432).

The number of greenfield projects for which operating licenses were issued stood at 3,367, 233 of which were for those located in free trade and special economic zones. The remaining 3,205 permits were issued for brownfield projects, 160 of which were located in FTZs and special economic zones.

 

 

Mineral Production Permits

A total of 575 mineral production permits were issued during the period, registering an 11.3% decline compared with the similar period of last year. These permits created 4,756 jobs, which are 8.7% lower year-on-year. 

The nominal mineral production capacity of these projects stands at 23.57 million tons, which indicate an 11.3% decrease compared with the year before.

The provinces of Khorasan Razavi, Fars and South Khorasan with 57, 51 and 49 had the largest share of exploration permits issued during the period respectively.

Mineral production permits issued in the last fiscal year created the highest number of jobs in Kerman Province (713), Khorasan Razavi Province (459), South Khorasan Province (427) and Fars Province (373).

The provinces of Khuzestan, Fars and Khorasan Razavi with 2.78 million tons, 2.55 million tons and 2.08 million tons had the highest volume of nominal extraction capacities respectively. 

A total of 506 exploration permits were issued during last year, showing a 9.5% decline compared with the year before. 

Exploration costs amounted to 1.11 trillion rials ($4.76 million) to register a 57.8% increase YOY.
