He is scheduled to take part in the trilateral meeting of Iran, Russia and Azerbaijan.
The presidents of the three countries are going to discuss cooperation in commerce, energy, communications, environment, fighting terrorism, transit and transportation.
Rouhani plans to meet with Russian President Vladimir Putin as well.
Rouhani would also confer on commercial, industrial, energy, cultural, banking, consular services, communications and railroad transportation with his Azeri counterpart Ilham Aliyev.
Iranian president is accompanied by a number of high-ranking Iranian officials during the visit.
